It's of a primary party organization the lowest form of communist party structure that are formed in various workplaces. What does party groups, bureau,secretary actually mean?

Another chart this is the structure for a raion or district the next stage. These were at the town level and other localities. What does it mean by departments and commissions at the bottom? Also on top it says general department everything is kinda vague a bit
