Of those listed only Hoover really did a bad job. All the others were pretty successful presidents.

Most evil? It's a toss-up between Nuke'em Truman and Andrew Johnson (responsible for another century of legalized oppression against blacks), although Reagan was a plenty evil motherf***er, too.
Most incompetent? They ain't got nuthin' on Hoover, who happily and passively watched the country plunge itself into the Great Depression. Worse for the US, or worse for the World?
For the US, I suppose Reagan did a successful job, but for the world he was a feckin disaster. I suppose in that sense Bush was worse on both criteria.
