I like the idea of recreational tracks and clubs for car driving (especially the idea of collective collecting). It could easily resolve the car cultures that exists in parts of the world without pissing them off.

Once public transport is actually done properly much of the need for private vehicles will greatly diminish.
Some sort of fleet of recreational vehicles (for holidays and so on) could be developed and as for emergencies (like a sick child in the middle of the night) I don't see why a proper ambulance or taxi service couldn't suffice.

Out of curiosity how would the State afford these extensive public transport links, how much would buses and trains cost and in an urban area like London for example you would need a massive fleet of buses to run around the clock to cater for all times day and night?

They're all great points but would you hand on heart use your car less for public transport, if i had one i wouldn't. This would be a difficult battle from the ease and mobility of cars to the strict routes of Public Transport. Also how much would tickets like this cost? Here in the UK a 1 mile bus journey can be £1.30 but a 6 mile train journey is 95p. My Gran says how under socialist governments in the 70's you could catch a train from Leeds to London for £20-£40 now it costs £200-£250. Would they be subsidised or would they have low fees to encourage usage? No doubt it would have positive social aspects but the initial investment would be large.

Uh they'd probably be largely free. At the very least you'd just buy a pass or something.

I imagine there'd be a nominal ticket fee to help cover cost of repairs and maintenance.
