I believe it had been first publicly endorsed by Ted Kennedy (I could be wrong). It had definitely been getting some major play as an issue. I think that Reagan passed it into law as a conciliatory (and condescending) move to "quiet down the restless natives". Remember, this was only a few years after the MOVE fiasco.
