Democrat Christopher Dodd actually has a decent policy on Cuba. Among other things, he promises to lift the blockade, set up air travel between the two countries, and eliminating travel restrictions. Ultimately he wants to promote regime change the diplomatic way, but these measures would be a major breath of fresh air to the Cuban revolution. I think that is debatable. Flooding Cuba with American capital might further undermine the what's left of Cuban socialism unless very carefully and slowly managed.
Socialism can only arrive by bicycle.

It would be great if those things were done, several Democrats have stated that they want a alternative relationship with Cuba.

Tourism could easily dominate the Cuban economy, but that can be controlled by limiting tourist visas. I think Americans will be in for a huge surprise when Cubans enthusiastically continue the revolution when Castro and/or the blockade are gone.

Some Spanish writer believes that Castro's power comes from the blockade... and if it were ever lifted, he would lose the basis for his popular support.

Hello? When was the last time you were in Cuba? Tourism already HAS taken over. Beyond a bit of minerals trade and tropical fruit exports, and oil handouts from our our quasi-lefty prima donna in Venezuela, its all tourism.
Cuba has an educated population. They should use any capital windfalls to invest in high tech, and to start generating profits from their scientific establishment (profits from rich countries, that is). Socialism can only arrive by bicycle.
