Some bullshit from the late 80s/early 90s, judging by the look of it.
I think that's the main Russian TV Channel, the Ostankino one.

It's a fake video made by Australian band Midnight Juggernauts. The video was shot in 2013, they just styled it as Soviet music video. The fragments of the show are real, it was very popular back in 80s.
