I'm glad he was a skillful chauffeur and who decided when Albania had enough cars?
The people? I doubt it.
What criteria did they use? Enough to ferry the party elite around?
Should a socialist society be using chauffeurs? I bet they didn't drive around the workers, only their bosses.

As much as it should be using busdrivers, yes. Not everyone knows how to drive.

Vehicles were associated with a place of work. It should be reasonably obvious, as Kirov alluded to, that government jobs require a different sort of transport unless you work in the civil service.
