The video starts with "...Hitler's flag was red, Stalin's was red too, the Nazi Party was called the Worker's (...) party and so on and so on...
Typical rightist bullshit propaganda.

However, Stalin DID congratulate Hitler on the day Paris was taken in a telegram, so it's possible that he said just that ( "a just victory over French imperialism" ).
Anyway, 1940 wasn't the best time for the USSR so yeah, a lot of rather distasteful things were done and said back then.
