What is your opinion on the Scientific Development Concept of the PRC, and the 'Harmonious Society' it aims to engineer? Is it a positive methodology and a step towards socialism? or is it just another name for further degenerating the country?

You aren't going to have a harmonious society when there is a class society. Thus, the promoting of a harmonius society (i.e. the proletariat tolerating the power of the bourgeoisie) is simply an attempt to discourage class struggle.

The PRC is doing this at the moment so as to not hinder the development of capitalism under the watch of the CCP.

Science has become a new "buzzword", a new piece of propaganda that is very appealing because of its popular understanding as a completely objective methodology for providing the most optimal solution. Things like review processes, disagreements over experimental methodologies, the intentional or unintentional misuse of statistics, or an understanding of how certain initial assumptions in a scientific undertaking can affect end results, are never presented in the popular trope of "Science: the Silver Automagic Bullet With Attractive Acronym (SABAA)", even though these ideas are *well* understood by scientists and considered to be critical for the proper fine tuning and application of scientific ideas.

So anyway, politicians just abuse the term to lend credence to their flimsy, unscientific, subjective and almost always selfish ideas (why else would they need to lend credence to it?), and force others to accept their decisions, as if they cannot understand the decisions, then it clearly must be because of their "lack of expertise, because there is 'science' in the word!".

I am thus very inclined to dismiss this as bullshit, with "Science" prefixed to add comfort, and remove doubt. China is pretty capitalist.

In principle I'm all for a scientific development concept, but this doesn't mean China's is without flaws. That being said though, I do believe the CPC genuinely wants to bring scientific principles and methods into governance. It's not just a buzzword they like to use in my view.
