It says: "Conference of the ministers responsible for communication issues in socialist countries. Moscow, December 1957". It's a soviet post stamp from 1958, worth 40 kopeiky (russian cents).

I'm curious about a tiny detail: why isn't the emblem of the DDR on either of the german tricolour banners shown?

The GDR only put the hammer, compasses and grain on the flag in 1959, this poster was from a year earlier.

Interesting, I guess at some point the two Germany shared the same flag for few years?
