Just scanned this.

Before he served as the shortest-lasting leader of the CPSU, Konstantin Chernenko wrote a book 'bout how the Soviet Union had the best damn human rights ever. It covers such subjects as government, the status of women, personal rights, workers' rights, religion, education and culture.

Yes, the Albanians noted the violations of human rights that occurred in the USSR following Stalin's death, when that country became state-capitalist and social-imperialist and persecuted Marxist-Leninists.

I'm really happy to hear that Albanians had a number of independent and unbiased consultants in the USSR who thoroughly reviewed the entire USSR legal system.
I wonder why would they say about the 1960s state-of-human-rights-affairs in Shkoder?

Capitalist countries also have ways of circumventing the Bill of Rights, criminal laws and procedure to get away with human rights violations. How? The bodies disappear. No body, no evidence. No evidence, no conviction.

Why Shkodra specifically?
