Search engine glitch?

I have gotten this message quite often trying to find topics/post on subjects of interest:
"Sorry but you cannot use search at this time. Please try again in a few minutes."

Any idea why this is happening? I get this message a lot, too. I know that some forums don't let you do rapid-fire searches, but I get this message sometimes even when I haven't searched for anything at all from the moment I logged in.

Me: I'm Chinese, so the government probably has me on surveillance already. They'll never trust us Red Chinese. :p
