Did you get to choce your Job there ? or did the government decied for you ?

From what I heard when I was at university the U.S.S.R. provided quite specialised job centres to help people find a job that they would like. People were not forced to do jobs they did not want.
I never bothered to check this for myself though.

From what i am to understand, your job also depended on your party rank. high party rank meant that you could go to a univeristy and get a better job. low party rank meant a crappy job. no party rank meant digging ditches.

but only 5% of the population of the ussr was in the communist party and they weren't all digging ditches know where they ?

it depended on your education. If you were smart you could get a good job.
But if you dropped out of high school then you got a poor job.
