How would a teenager or whatever the age of getting your license go about getting their permit and license? Is it similar to the United States? Or any Western countries?

Well when you turned 18 ( or 16 or so for bikes ) you would, if you wanted to, apply to a driving school and have your license in a few months.
That's how it goes in most countries in the world. I don't think it was any different in the USSR but i don't know for sure.
Except that in today's Russia, if you have the money, you can just bribe the people in charge and get your license without even knowing anything about driving and traffic rules and so on.
