The article only shows a historic reference to gun control policies applied to non-whites. I haven't read it fully, but it seems to lack how these laws apply to non-whites today. You must realize that during the times of slavery, slave masters were fearful of letting slaves gain any power for fear of rebellion or escape. It didn't just apply to firearms.
Slaves weren't allowed to read and were taught to believe they were subhuman. The reason behind this was as stated, out of fear of escape and/or rebellion.

How many blacks and other non-whites were in Europe before the 20th century? There was no need to establish gun control in most white nations because there were only a small number of indentured servants/slaves from non-white countries. I'm afraid your example only applies to places in which white colonial establishments were already in place, places where whites weren't the absolute majority. I.e. South Africa, Australia, New Zealand
If you haven't noticed, the world has changed since colonial times. It's no longer about race over race, only among those who wish to dwell in the past and are still fearful of one race's domination over the other. This not only applies to whites, but blacks, hispanics, and others as well.
