At the beginning of each session of the Central Executive Committee or Congress of Soviet a roll call will be taken and all comrades who plan to vote must state their presence within the roll call thread. Article 2. For the purposes of constitutional votes, those who do not register at the roll call will not be considered part of the voting population. Article 3. Any citizens of the U.S.S.R. may propose and debate legislation. Article 4. All bills should be given the opportunity for at least one week of debate before being voted upon. Article 5. When the Chairman of the legislature deems a bill has been debated upon enough he/she will then put the proposed bill to vote. Article 6. All citizens who vote may do so in the affirmative using the terms "Aye" or "Da". All citizens who wish to vote in the negative may do so using the terms "Nay" or "Nyet". If a citizen uses another term, which clearly does not state their agreement or disagreement, their vote will NOT count. Article 7. Ballot papers containing any other text other than a vote in the affirmative or negative will NOT count. Article 8. When starting a vote on a bill in the Congress of Soviets the Chairman should use the format: "The question to the Congress of Soviets is: Should the [bill name] bill become law in the Union of Soviet Socialist Republics? [Bill text]" The chairman may optionally also include a reminder of the voting protocols outlined in this document. Article 9. When starting a vote on a bill in the Central Executive Committee the Chairman should use the format: "The question to the Central Executive Committee is: Should the [bill name] bill become law in the Union of Soviet Socialist Republics? If an amendment is proposed to a bill in debate and there is no clear consensus on the point the Chairman should call a vote to decide upon that point separately, before the original bill is voted upon. Article 11. All bill submissions, as well as amendments to current active bills or those up for debate, require a 'second' from another member of the legislature to be debated and voted upon. Article 12. A majority is determined by the number of people who voted for the legislation, not the number of people present on roll call. Article 13. Legislation and any other measures passed by the Central Executive Committee may not be amended by the Central Executive Committee until after having been in effect for at least two months. Article 14. Absentee ballots may be made in the event of elections providing they have been declared after the nomination process has begun. |
