Awards Act

Article 1. Utilizing the Awards already established by the U.S.S.R. in the years from 1918 to 1991 the Congress of Soviets is responsible for the receiving of nominations for, and issuing of awards in the U.S.S.R.

Article 2. The Congress of Soviets will hold a special one-week session for the purpose of debating on and issuing awards after it has finished legislative business and convened the Central Executive Committee to govern the U.S.S.R.

Article 3. All members of the Congress of Soviets shall be eligible to place nominations and vote for the issuance of an award.

Article 4. All commissars are encouraged to state how the nominated person has benefited the U.S.S.R. if any achievement(s) benefited their particular commissariat.
