Firearms Act
Article 1. All firearms within the U.S.S.R. must be registered with the Commissariat of Military Affairs.
Article 2. The Commissariat of Military Affairs shall be responsible for distributing firearms in times of peace or in conflict. Whether or not comrades are deemed responsible enough to possess a firearm is to be decided by the Commissariat of Military Affairs unless a court rules the decision of the Commissariat of Military Affairs to be unlawful.
Article 3. Any firearm that is possessed without knowledge of the people's Commissariat of Military Affairs shall be deemed to be counter-revolutionary and thus a threat to the people's government of the U.S.S.R. to be eliminated.
