Dictatorship of the Proletariat!

The President made the following statement to the nation:

Comrades of the People's Revolutionary Party,

What follows in this e-mail is a detailed description of a vast number of changes that will be occurring to the PRNSE. If you do not have time to read them then fair enough, but don't say I didn't warn you ;)

The Current Situation:

For some months now the PRNSE has experimented with rule by direct democracy. This experiment has proved to be a failure for the reasons I will now list.

Part of what made the PRNSE what it was was the unity of the nation that used to exist. With the introduction of direct democracy a group has formed that has constantly been trying to chip away at our nation by trying to influence the course of votes in the Duma and being deliberately counter productive in debates. This group has been egged on by outside interests in other communities to try and disrupt the PRNSE. In a bid to end the annoyances from outsiders the PRNSE has left the League of micro-nations, cut of all formal contacts with other micro-nations and has banned dual citizenship, yet the trouble persists. It is clear that these outsiders are not going to just leave the PRNSE alone and so another approach is required to ensure the *long term* future of the nation.

There is no practical way to prevent outsiders from ruining the good communist comradely in our nation while we have the system of government that is currently in place. Almost anyone is able to create a free web based e-mail account and sign up to skew the voting in the Duma. There is no doubt that there are double logins within our community to unfairly give some people more than one vote and even foreigners trying to influence the way we operate.

Furthermore, Myself and some of the other 'officials' have taken more of a back seat over the last month to allow direct democracy to work itself without interference. The result has been a lack of direction, focus and sense of purpose for the nation.


The Radical Solution:

While it pains me to do this, the recent flood of fake citizenship applications to bias votes means that direct democracy in the PRSNE will end and troublemakers will be thrown out.

Without direct democracy it will be impossible for anyone outside our nation to interfere with our business. Loyal citizens who are *true communists* will be rewarded and those that seek to cause trouble will be got rid of on a common sense basis (i.e. no criminals getting away on technicalities).

All citizens will still be allowed to propose new laws, however these laws will be reviewed by the People's Revolutionary Party Central committee and then approved by the President. Regular polls may be taken of public opinion on all kinds of matters.

As Karl Marx predicted, a "dictatorship of the proletariat" where only the true communists watch over the government can destroy the capitalist menace and allow the future communist society to operate. Only the Dictatorship of the Proletariat can prevent outside imperialist interests from destroying our community.

The name of the nation will also be changed from the longwinded People's Republic of the New Soviet Empire to the People's Republic of Bristol. This is because the City of Bristol is where more of the government officials are located and is the natural centre of the nation. The nation will take a more 'real life' approach to business, with more focus on doing things in the 'real world'.

Note: the new name of the nation will not prevent people from around the world joining us, and for the first time we will have a proper nationality - Bristolian.

If any citizens wish to leave and set up their own communities then they will be totally free to do so. Any *true* communist communities may happily keep in contact with the People's Republic of Bristol and the People's Revolutionary Party will have a new global role of co-ordinating co-operation across those communities.

The People's Revolutionary Party itself will also be renamed to an as yet undecided replacement name.

There will be a complete review of all the nations 'officials' with capitalists and imperialists being removed from their posts to safeguard the nation (they know who they are). Only dedicated communists will be promoted to the central committee.


The Website:

The soviet-empire.com website is to be totally overhauled.

The national library will become a far more prominent feature and the website will become a centre for learning about communism and the old U.S.S.R. The "Soviet Arsenal" section of the website will also be totally integrated with the current PRNSE section of the website. This will not only lead to more people finding out about our community after searching the web for communist related material but will provide a more sound basis for paying the nations financial costs over the long term.

All citizens will be encouraged to contribute to the website in whatever little way they can so that it will be a truly group effort and a real sense of pride in our communities work can develop.

New sections will be added over a period of time to not just provide a massive database but also to give visitors a reason to come back again and again even if they don't become citizens.

All these changes will be made legally under article five of the PRNSE constitution and People's Revolutionary Party Organisation Act.

This is the only way to ensure common sense leadership by people really committed to communism for our nation.

Secret Organisations Bill passes in the Duma
Following the discovery that 2 citizens of the PRNSE had set up an espionage agency, known as the G.R.U., without the knowledge of anyone else in the PRNSE, the Secret Organisation Prevention Bill was drafted by Comrade scorchedCCCP to prevent the creation of any organisations "intended to be secret from other PRNSE citizens". This act was passed with the approval of 87.5% of the vote, showing the PRNSE's commitment to avoiding any antagonism with other micronations. The full text of the bill can be seen here.
New Commissariat of Information opens
The new Commissariat of Information opened this week, as part of the President's ongoing quest to cut down on bureacracy within the PRNSE. The new Commissariat was formed by merging the old Commissariat of Information with the Commissariat of Propaganda, and it contains the offices of the National Library, the Government Research centre, For The Motherland and the newly created Soviet Television. The Commissar for Information remains Comrade TK Brezhnev, however he now shares the duties of running the Commissariat with Comrades Khenlein, Soviet Behemoth, Peter and myself.
IRQM, Lyrica, micronations, grrrrrr
The PRNSE's 'iron curtain' policy of having no intermicronational relations was again vindicated by recent events, involving the acquisition of 'spam cannons' by members of a few micronations, and the spamming of both the IRQM and the PRNSE by a third party, who obviously wished to provoke one of the two nations into attacking the other, and who succeded to a degree by inciting Ras Markle of the IRQM to post messages on the PRNSE forum that were intended to cause disruption. However, after a dialogue between Comrade Andropov and a representative of the IRQM, an official 'End of tensions' was declared between the two nations, hopefully indicating an end to all this nonsense.
Other News
Tension over penguins escalates
Conflicting opinions over the role of penguins in the PRNSE have created tension between the two opposing groups. The situation is believed to be poised on a knife-edge, with the possibility of violence against penguins a real possibility in the coming weeks. Population votes against "dual citizenship"

Following suggestions by certain comrade tourists to the People's Republic of the New Soviet Empire that the nation should re-consider it's ban on so-called "dual citizenship" a poll of citizen's opinions on the matter was conducted in the Duma. The results of the poll were totally one-sided against the idea with an astounding 93.75% voting "no" to the question "Should the PRNSE allow it's citizens to also be members of other 'micro-nations'?"

The notion of dual citizenship arises from people who are members of multiple communities, which simulate actual governments and/or nation states. While it would be perfectly acceptable for say, someone to be a member of a communist community discussion group and also be a PRNSE citizen, it is felt that allowing people to be members of more than one communist (or otherwise) nation simulations would represent not only a conflict of interest but not allow that comrade to contribute fully towards the nation.

One interesting point raised by comrade jT during a "real life" meeting with President Siberian Fox was that while some UN nation states allow their citizens to have dual nationalities, that person cannot actually live in both countries at the same time for obvious reasons of physics, hence to maintain that part of the nations realisticness dual citizenship should remain banned.

CCCP gets off to a good start

The much talked about Commonwealth of Communist Communities Pact (CCCP) finally took shape this weekend as the web page opened on Saturday and was soon followed by the pact's first member joining.

It was some months ago that talks began with the Commonwealth of Norad on the possibility of creating a document to allow left wing communities to show solidarity behind the principles of communism but without creating some kind of organisation that would restrict the freedom of the communities that signed it. After a few weeks of disjointed talk a special form was created for the task and there followed a series of drafts for the new document.

With the final document ready a referendum passed in Norad to enter into the CCCP although it is yet to display the CCCP badge and link. Therefore the first community other than the People's Republic of the New Soviet Empire to join the CCCP is the Democratic Republic of the Skerry Isles (DRSI). The DRSI is a Marxist community/independence movement fighting for the good of the people on the (currently British claimed) Skerry Isles.

The Final draft of the Commonwealth of Communist Communities Pact reads as follows:




Commonwealth of Communist Communities Pact (CCCP)

This document shall unite all it's signatories in the promotion and upholding of communist ideals across the Internet and wider community in an unceasing effort to ensure that peace, equality and justice prevail above all else.

Throughout this document "Participant(s)" and "signatories" refer to the communities that are signatories to this pact and not to individual members of those communities.

1) The Commonwealth of Communist Communities Pact (henceforth referred to as CCCP) shall unite all participating communities behind the following principles.

2) Each and every member community agrees to recognise the rightful existence of all other signatories to the CCCP.

3) No signatory to this pact shall seek to harm or intentionally damage in any other pact signatory in any way, including but not exclusive to hostile, aggressive, subversive or destabilising actions, actual physical violence, causing damage or disruption to property owned or operated by the signatory (physical or electronic) including any products or services provided by third parties.

4) No economic barriers shall be erected between CCCP participants to discourage co-operation.

5) In the event that a CCCP participating community is harassed or actually damaged by attacks by a third party all other participants shall lend whatever support they can to help ensure the well being of that community.

6) The CCCP is a non-aggressive peaceful community/organisation. Any participants found to be actively promoting aggression and conflict may be expelled.

7) Communities who are signatories to this pact shall accept responsibility for the actions of their individual community/micro-nation members/citizens.

8) No members of the CCCP shall impose sanctions of any kind against another member of the CCCP.

9) All members of the CCCP accept that totalitarian government is wrong and shall strive towards being democratic in their decision-making. Meaning the people themselves should have the greatest possible say in the way their community is run.

10) All members of the CCCP accept that capitalism is wrong and shall strive towards an economic system in which workers are not exploited.

11) No members of the CCCP shall discriminate on the basis of race, religion or gender.

12) All signatories of this pact will display proudly and prominently on their websites a hyper-linked logo of the CCCP leading to the CCCP website.

13) The People's Republic of the New Soviet Empire shall provide a forum and website to facilitate the accomplishment of the principles laid out in the pact.




President Young of the DSRI was quoted in the "Morning National" newspaper as saying "I feel that this document will lead the way forward for all communists, socialists and left-wingers. All members of the pact will enjoy further freedom and recognition. Yesterday we stood as many individuals, now we stand as individuals with an ideal."
