Address to the nation by the Chairman of the C.E.C.

Greetings comrades,

I would firstly like to thank everybody who voted in the Central Executive Committee chairmanship election regardless of who they voted for. If people don't vote then there is no point in us being a democracy, as a determined minority can win the day to the detriment of the will of the people. I am extremely grateful to have gotten almost 82% of the vote and will do my utmost to serve out great Union and its good people.

I will do everything I can to make our presently small community into the best there is, but I will need your help. I know there are some very knowledgeable people here and I know that only by working together in the true spirit of communism can we achieve great things. By practicing the great principle of "From each according to his ability, to each according to his need" there really is no limit as to what we can do. I would like for you all to join in the undertaking of a truly ambitious project.

Our momentous task is twofold:

Firstly, to complete the reformation of our U.S.S.R. so we can be truly proud to say we have rebuilt the Soviet Union on the Internet. We must overhaul the current system whereby we represent individual nations with individual governments to completely destroy the nationalist element. Ours should be a global Union of workers and peasants, not just a collection of separate countries. What I am proposing is a single united government where all the "Satellite States" are actually a part of the U.S.S.R. In this way we will not have countless empty forums where people are excluded from taking part because they are "foreigners" but a situation where all are able to take part.

Secondly, I would like to propose a huge project to be undertaken over several years. The creation of an online book documenting in continuous pros the complete history of the Soviet Union, from the birth of it's founders to the revolution right through until its demise in the 1990s. To create on the Internet a truly useful resource for anyone to find out about the U.S.S.R. for free. By doing this we will be implementing true communism as anyone across the globe with internet access will be able to find out information about the history of the U.S.S.R. without charge and without having to rely on the often distorted view put forward in western media. The old phase is that history is written by the victors, well, the U.S.S.R. may have lost the cold war, but communism's eventual triumph is inevitable!

Law of the Land

A new "Law of the Land" section has been added to the website to hold all the acts which are passed by our Central Executive Committee or Congress of Soviets. The first two bills to go into this new part of the website are the Revenue Increase Act and Resignation Act, which were both passed by the C.E.C.

Undisguised violence in Honglong

There was yet more disruption in the troubled far eastern province of Honglong yesterday as Julian Starr attacked the government forums with smiley-bombs. While no serious damage was caused the disruption is most definitely unwelcome, and it would seem that this is simply a malicious attack with no intention other than to cause hassle for comrade Red-Liberator.

Julian Starr is a well-known friend of comrade Andropov and the attack coincides with Andropov's plea to be unbanned from the Honglong forums. Honglong of course blames Andropov for the attacks on it on the 11th of January this year, a case that will surely be the first to be heard by the USSR's new legal system when it finally arrives.

A week in the C.E.C. and elsewhere

As I was busy with my university coursework last week I didn't find the time to update our glorious nation's newspaper, so I'll try and do a little summary of the main things that happened in our community this week.

To start off with the bad news (there's always something, eh?) the Central Executive Committee "lost" a bill in the middle of the week because of a bug in our discussion forum. The C.E.C. had just voted on a list of amendments to the Justice bill when the good chairman removed it from the "sticky topics" list. Because of some lazy capitalist at Ezboard there is a bug that meant the whole topic simply got deleted. This also happened to another thread or two in the C.E.C. forum before anyone realised what had happened.

On a more optimistic note the remaining two bills have gone to vote and both look set to pass into law. These are the revenue increase bill, which aims at raising money to redistributed evenly across the nation's regions and the resignation bill, which lays out some procedure regarding the resignation of officials. The latter bill ensures that someone cannot just resign to get "off the hook" on a tricky issue as they are compelled to visit the Samokritika committee to admit their faults first.

The Chairman himself will be the first to make use of the new bill as he has put the date for his stepping down to be this Monday. If these two bills pass Chairman Red-Liberator will not be leaving without achievement however, and at the beginning of the week the C.E.C. held a special vote in which he was awarded the Order of the October Revolution for his allegiance to the communist cause.

If you haven't visited the C.E.C. lately (yes I am talking to you comrade) then be sure to do so next week as we will be holding the elections for the new Chairman of the Central Executive Committee.

In the Red Square this week we saw the return of the caption competition, but with a slight difference. This time, instead of just one winning caption going on the site all of the good ones are going to be thrown into a cgi-script and displayed in random order on the front page of our site. And on the topic of the website, be sure to e-mail your comments on the new layout to our yahoo-group (a link to the preview page has been e-mailed to the yahoo-group today).

Comrade Andropov publishes editorial

Just published in the free press discussion forum, comrade Andropov has written the following to aid his bid to become chairman of the C.E.C. by helping people better understand his objectives.

Dear Comrades,

I have returned to the USSR and I am pleased to see that many comrades are eager and dedicated to start this simulation and get the show on the road. As many of you know a lot of work has to be done and there are a lot of qualified people to bring our community not only closer together but also stronger in spirit. I intend to do my part however I may to assist in our mutual cause.

There are many ideas in which I have that I wish to share with you on how we can direct the USSR to where it needs to be. I feel that the people of the USSR are more than capable of achieving any results in which we set forth, it is just a matter of organizing ourselves and setting the proper agenda and planning.

I have detailed six priorities in my six-point plan of organization. Most critically I feel the unification and co-operation of the Soviet people is our number one priority and concern. We all have different interests and abilities and if we put all these in the right locations we will have the organization and efficiency that is required for our motherland.

I would like to set up a debating team in which we will be able to debate issues with the "opposing view" the NGS. This will promote the USSR as well as refine our political thought process into a well-oiled political machine. It will also give great credibility to the USSR as being a professional and fun simulation that is willing to negotiate and be open with people who are different then ourselves; as well as provide the opposing opinion a comrade mentioned in our E-group.

I would also like to see the Commissariats and republics lay down a "plan of action" proposing their viewpoints on domestic policy to Moscow. I think people should start representing and speaking for their territories as a whole instead of themselves alone. This would make it much more interesting. As representatives you are responsible for the voice of more people than yourselves alone and it is very tough to promote an agenda that you alone do not support 100%.

Current Events: Plain and simple current events will bring the most fun and activity to the simulation. The real world will always bring new surprises and conflicting viewpoints. It's these conflicting viewpoints that gather us all here as one community to ensure that our voice and opinion may be heard.

As Mr. Fox has stated there is a lot of work to do, but the way I see it, there are also a lot of comrades. I think there is plenty of room for all of us to pitch in and make a grand task very easy and fun and not so much a job.

I thank the Soviet people for their contributions, which helped inspired the ideas that I have to write this.

My own point-plan I published in the Yahoo-group, the body of which read:

I would like for the CEC to put together a complete list defining the *practical* roles of all the Commissars. This will enable potential future candidates to know exactly what will be expected of them and provide them with something to aim for. Making sure each commissar has actual work to do should also go some way towards ensuring that there is always something interesting going on.

I would like also for a complete array of Awards and Medals to be created using the civilian and Military medals of the old U.S.S.R. but defining our own circumstances for which each one should be awarded. Also possibly creating a "awards panel" or committee to decide who should be given medals. This should provide an extra incentive for people to contribute to our community and help give people a sense of pride when they do something for the greater good.

I would like for a debate on what to do with the current web discussion forums. Which should be kept, which merged, which deleted. All together I would like to see them slimmed down considerably.

I would like to begin negotiation with the U.S.S.R. satellite states with a view to having them accepted (should they be willing) into the USSR proper as full nations that are allowed to send delegates to the congress of Soviets like Georgia is at present.

C.E.C. Today

As I've not been able to get on the forum for 2 days I appear to have missed out on quite a bit in the Central Executive Committee. There are currently a whole string of bills and motions being debated upon, the latest of which being a proposal by Commissar Sergei to award Chairman Red-Liberator the Order of the October Revolution for his dedication to the communist cause.

Also amongst the debate it has been mentioned by comrade Valentin Grozni that the C.E.C. should formalise the way amendments to bills in order to save any confusion and ensure that anything that is changed is done so with the approval of the committee, lest we end up in the dire situation of having people "slip" things in before the bill is voted upon.

I would encourage everyone to make their way down to the C.E.C. and play their part, for the greater good of the nation.

Chairman Red-Liberator Resigns

After being in office for just over two weeks Chairman Red-Liberator offered his resignation last night before the Samokritika committee. His statement of resignation not with immediate effect (which follows below) was prompted by a debate currently going on in the U.S.S.R. Yahoo-group about reforming and improving our community.

I have gone to the Yahoo Group and I absolutely AGREE with what everybody has said about me in there. This is not the least personal, because yes, I have been busy outside of the U.S.S.R., on non-online activities (no need to list them, unless u need to know about my personal life [KGB] ). I wish to step down as Chairman immediately after one or two more acts in the CEC. I think it'd be best for everybody if Fox broke his promise and became our new Chairman.

I apologise to all voters for not delivering. I feel uncomfortable and somewhat unguided working in such a high federal position. I shall be returning to Hong Long, taking a backseat in politics, and see how the master does it. Thank you.


The one or two acts that Chairman Red-Liberator refers to are the related to the legal system of the USSR and the prevention of terrorism, which are currently under discussion.

Revolution in Argentina

Following the recent turmoil in the South American country comrade Roy has taken over the Argentine government to lead the nation forward to a brighter future and hopefully the people of Argentina will finally get a fair deal and a stable economy.

Also added to the links is Georgia S.S.R., which now has a new leader in the form of Comrade Red Celtic who has in addition set up some discussion forums for the small republic.

Who Controls State Control?

The battle to become commissar for State control has started getting interesting this afternoon as comrade Redeemer published his own manifesto to compete with that of comrade Dampier. It contrasts quite markedly, with comrade Dampier proposing complete state control of the nations industry to undo the reforms of Gorbachev in the late 1980s and comrade Redeemer proposing that the state limit itself to controlling large industry and allowing small businesses to be privately owned. Comrade Redeemer is also opposed to the forced collectivisation of farms, which comrade Dampier supports.

In a brief summary of his policies comrade Redeemer wrote:

-State control of large industries
-Private control of small enterprises, on local area only and in distribution area only.
-Private to submit to its workers councils
-Independence of small enterprises guaranteed and protected
-Setting up of Soviet Consumer Protection Agency to protect Soviet Consumer rights, and to enforce prices dictated by market
-Formation and separation of production and service cooperatives


It looks like that state is set to discover which school of though has the majority on the Central Executive Committee, the old school "hardliners" who are likely to vote for comrade Dampier's platform or "reformers" who are more likely to vote for comrade Redeemer's platform.
