C.E.C. Gets OrganisedElections are currently being held by the Central Executive Committee for the heads of the various commissariats. Chairman Red Liberator began the votes after a number of members of the C.E.C. expressed an interest in the same positions. At the time of going to press, comrade Sergei is leading comrade TUC in the vote for People's Commissar for Military Affairs and the vote is tied between comrade Ivanarek and comrade L Pawluk for People's Commissar for Foreign Affairs. Another post which looks like having to go to a vote is the Commissar for State control, although comrade Dampier has confidently stated "I'm much more capable - the others asked what the position was about" as well as laying down a brief platform of what he would do in office.
It is looking like the C.E.C. is finally going to get down to business after an argument involving Chairman Red Liberator, his party official; comrade Kuralyov and long-standing opponent comrade Andropov proved to be quite a distraction. Despite being absent for some time, comrade Andropov turned up on the discussion fora after the Chairman's election to rekindle the dispute about who was to blame for the disaster in HongLong earlier in January; and argument in which neither side particularly shone, but many harsh words were exchanged.

Congratulations Chairman Red-Liberator!In a closer than expected contest Comrade Red-Liberator has become Chairman of the Central Executive Committee of the U.S.S.R. by just one vote. His opponent, comrade William Howard was the first to congratulate him on his win, and also added "I would say this election has been extremely successful. We have avoided having the forums covered in 'vote for whoever' topics and it has passed off without any incidents. Hopefully all future contests will be as easy and smooth as this".
Whilst the vote did indeed run smoothly it has raised some interesting questions that may need addressing before future votes. Firstly, comrade Dampier chose to vote for himself; if he had voted for comrade William Howard the vote would have been a tie - an event for which there is no procedure to deal with. Secondly comrade Red Celtic asked to change his ballot after it had been cast. In the event Red-Liberator didn't need the extra vote, but it does raise the question of whether the voting should be carried out in the form of traditional paper ballots that cannot be changed later or whether we should take advantage of computer technology and allow ballots to be changed up until the end of the vote.
Something Red-Liberator mentioned in his victory speech was that in the actual event the PRP-NLP alliance did not dominate the proceedings either, in fact prominent party official Eddie "Kuralyov" Guimont missed the vote - presumably because of examinations that he is currently partaking in. The brief speech actually struck a fairly reconciliatory note on the matter of political parties, but made clear that the number one item on Red-Liberator's agenda is the re-building of the U.S.S.R's criminal justice system.

As the new Chairman of the Central Executive Committee of the Soviet Union, I'd like to greet all members of the C.E.C. to get to know my colleagues.
About myself, I've been here at soviet-empire.com since May of 2001, when this place was still called the People's Republic of the New Soviet Empire. I've served as the Commissar of Chinese Relations and Foreign/External Affairs.
To tell you a little bit about my goals here, I'll start off with the tragedy that occurred in my homeland of Hong Long. I hope to cooperate with you in setting up our judicial system, that will assure our people justice and fair trial. I'd like to work with the K.G.B. on the investigation of the culprit of the crime. Everyone knows who my eye is on [comrade Yuri], but I will stay out of the way of the K.G.B. and attempt to be unbiased.
My second goal deals with the partisan issue we've been struggling with lately. I am a member of the People's Revolutionary Party. However, that does not make my fellow members more important than any of you. We are all Soviets. We can stay united even with the existence of different political groups. In fact, I believe all of our goals are alike. The people of Parties and the people of Independents are all more or less followers of the Marxist doctrine, with very subtle differences in the road in achieving communism. Therefore, not much really separates us. Please remember that. We should be working together regardless of who's in what Party and who's not in what Party.
That is it for now. I hope we can cooperate in constructing the Soviet Union, giving it a brand new glory.

CEC Chairman ElectionAnd before one can say, "No one messes with uncle Joe" the time has arrived for the election of a comrade to the most responsible job in the Soviet Union. Earlier this week comrade Chairman William Howard requested nominations for the position of Chairman of the Central Executive Committee of the U.S.S.R.
Already however, the water is being muddied amid claims of dictatorship. The argument began with an address made by the Congress of Soviets Chairman to the congress in which he stated his concern that the size of the People's Revolutionary Party - National Liberation Party alliance meant that they could dominate all proceedings to the detriment of minority groups and independents. He even went so far as to say "Not only are we on the road to petty party politics but also have a dictatorship developing".
Comrade William Howard was of course referring to the "Dictatorship of the Majority" rather than autocracy, and suggested a bill to either outlaw all parties or create one party of which everyone was an automatic member. A third option was proposed by comrade Fidel Nico, who suggested that caps be placed on the size of parties to prevent any one having control, though the current situation is the result of an alliance between two parties which would be difficult to prevent from happening again.
The entire proposal has been fervently opposed by comrade Van-"artillery"-Diemen, who has turned the argument on its head by suggesting that it is not the PRP-NLP that is in danger of creating a dictatorship, but comrade William Howard by banning people from creating political parties.
This is an issue that clearly is not going to be resolved before the election, but whoever wins will have to deal with it quickly if they are to avoid it becoming an ongoing thorn in their side. As things stand the PRP-NLP candidate for Chairman of the Central Executive Committee (Red-Liberator) must be the clear favourite to win the vote, but if all the independents can be encouraged to turn up and vote for comrade William Howard then the First CEC Chairman could well be an independent. Should William Howard win however, it might prove his own argument wrong that political parties have as much influence as he fears.

K.G.B. Debate Yields NowtIn the immediate aftermath of the destruction in Honglong there was a rush to establish some sort of defence for the U.S.S.R. via the reformation of the K.G.B. In the ensuing debate in the Congress of Soviets comrade "Juggernought" went to the trouble of providing an excellent and detailed proposal laying out the roles of the various directorates of the K.G.B. including the famous 1st directorate, responsible for espionage.
There then followed some debate over just how pro-active the K.G.B. should really be - with at the extreme, comrades volunteering their hacking and cracking skills. Whilst there seems to be a considerable degree of support for the K.G.B. being involved in "cyber" defence and intelligence gathering on the Internet comrade William Howard (a.k.a. Europia) voiced words of concern over the need for there to be clear guidelines over what was and wasn't acceptable.
Alas however, after all this discussion none of the People's Deputies actually put together a draft of a bill to be voted upon and with little time left in the First Congress it is likely to be left up to the Central Executive Committee. The First Congress of Soviets shall be remembered for the disaster of January 11th and - sadly - being all talk and no action in its aftermath. Almost two weeks on, the Motherland is still without a credible defence to prevent such acts from happening again or even any organisation dedicated to investigating them.

United States of America West Coast Turns RedA group of States that were formerly part of the USA have become the latest Satellite State of the U.S.S.R. While the rest of the USA remains firmly in the grip of the capitalists the breakaway of the West coast shows that America can be communist. The U.S.S.A. has offered support to the U.S.S.R. following the reports from HongLong's press agency on the situation there:
The people of Hong Long have suffered great losses today. Most of The People's Communes, foundation of the region's economy and social life, have been burnt to the group by deadly infernos set by (as of now) anonymous right-wing extremists. In Rinminjing, ships of tourists and supplies have perished from indiscriminate fire of submarines. Foreign officials and tourists are currently trapped in the Mao International Airport and the People's Docks. The regional government in Hua Cheng has declared it a state of emergency. Later in the day, the Peasants' and Workers' Militia Headquarters, based in Maogongshe, has released a message regarding the prime suspect of the terrorist attacks.
As of now, it is suspected that Yuri V. Andropov, leader of the Soviet Solidarity Party (the opposition to the P.R.P.), is behind this dastardly act. The P.W.M. Intelligence Agency has determined this, due to the fact that he and our great Chairman, Red Liberator, have held a long-standing, intense rivalries. Furthermore, the fact that Mr. Andropov previously ruled the territory that is now Hong Long, provided him the advantage to plan a well-organised attack against the entire region. The last piece of evidence derives from Warvoid, leader of the Siberian A.S.S.R., whose conversation with Mr. Andropov himself has determined the latter's guilt.
Officials in the Soviet Union and its regions have all paid condolences to the tragedy that has occurred today. The People's Revolutionary Party, along with the National Liberation Party, are determined take the case to the future courts of the U.S.S.R. to bring the culprit to justice. Massive reconstruction has already commenced under the guidance of Chairman Red Liberator. It has been truly a devastating day for Hong Long, and our hearts go with the friends and families of the victims of the 1/11 attacks.

HongLong: The AftermathFollowing the events at the beginning of the weekend business in the U.S.S.R. has finally got off to a tentative start. Despite all of the disruption the Congress of Soviets has elected it's first Chairman in the form of Comrade Europia. Our new comrade Chairman announced, "I will serve the motherland to the best of my abilities", which the delegates will doubtless be hoping. Perhaps more so than would have been the case, clear leadership is required to address the nation's immediate problems. Comrade Reuben has suggested in our Yahoo-Group that the KGB investigate the matter of the attack on HongLong. To do so the Congress of Soviets would have to pass a bill to officially set up the K.G.B. in our modern U.S.S.R. and define it's jurisdiction and exact role.
As for immediate actions as a result of the attack on HongLong, comrade Red Liberator made the following statement:
Even if there's a slight chance Andrpov didn't commit this atrocity, the Hong Long propaganda machine will continue pumping out Yuri-Hitler posters nevertheless.
For now, the Hong Long Peasants' and Workers' Militia shall prepare for the worse. All artillery is to be directed Northwest, at Kraznograd, the home of the Soviet Solidarity Party; no one is to fire until the Regional Militia General in Maogongshe gives the order.
We are not a patient people. But the Militia shall wait until the trial arrives. The Hong Long government is ready to have our revenge, and to have justice be served, by any means necessary.
Comrade PRAVDA has called for unity in the Congress of Soviets investigation into this matter, though the above statement seem shows signs of the U.S.S.R. already descending into internal strife. In an attempt to calm matter Comrade Europia added "I urge you to remember that everybody is entitled to a fair trial and should be considered 'innocent until proven guilty.' Please, let us not jump to conclusions".

When Disaster Strikes...Complete chaos in HongLong this morning as its inhabitants endured a night of total devastation. As the rest of the U.S.S.R. wakes up this morning it is to a picture of comrades without homes as an apparently unprovoked attack destroyed much of HongLong's infrastructure.
Last night someone took it upon themselves to delete the HongLong A.S.S.R. website and replace all the hard work of comrade Red-Liberator with an image of Adolph Hitler. In case the website should change again FTM has saved in it's archive a carbon copy of the offending webpage.
The suspects?
First of all there are only three people known to have access to the FTP account for the website. Those are comrade Siberian Fox, comrade Red-Liberator and comrade Andropov. The two former have put a lot of work into setting up the U.S.S.R. online and to destroy all that on the first day would seem quite odd to say the least. Comrade Andropov has been a long-standing member of the community here at soviet-empire.com and that he would ever commit such an act seemed quite unthinkable last night. Nevertheless this morning fingers were being pointed at his person by a great many individuals. The initial case seemed fairly compelling, and I have taken some time to examine what little evidence there is actually available.
The initial circumstantial evidence arises from the fact that comrade Red-Liberator and comrade Andropov are long standing rivals with each other and that a possible motive might be that Andropov had changed his mind about allowing Red-Liberator to use his web space. The title of the webpage has been changed to "Peoples Nazilutionary Party" as a direct insult to Red-Liberators People's Revolutionary Party. But why one would go to quite this extreme would not seem at all logical, since Andropov knew that the First Congress of Soviets was due for today and to do such a thing would be highly disruptive to it.
One would then question that perhaps it was quite intentional to disrupt the beginning of the U.S.S.R. online First Congress of Soviets? Earlier this week (9th January 2002 @ 6:01 pm) comrade Andropov unsubscribed from the U.S.S.R. Yahoo-group saying that he was fed up with "America Bashing" by other comrades following e-mails in the yahoo-group of a similar nature to some of the anti-US rhetoric on the web forum.
This is something that quite saddens me as another American comrade later followed him, and I posted a message to the yahoo-group this morning saying:
Just last night another of our American comrades, wrote to me saying he had left for exactly the same reason.
It is time for this to end! Only united can communism ever succeed. No one country is to blame for the worlds problems no matter how apparently powerful - for behind all of these governments stands the real enemy which is *Capitalism*.
Such speculation however, carries little weight, and the most damning evidence comes in the form of an accusation by the Governor of Siberia A.S.S.R. comrade WarVoid. The allegation is that in an I.M. conversation with Comrade Andropov had said to him "Warvoid I will tell you this and I will tell you this once. I did screw over that web page...and you can give me all the virii you wish... I will constitute that as a real life pain in the ass... And just to let you know, I know who controls Massachusetts" and comrade WarVoid further added that he has a screenshot to prove it (though FTM has yet to see it). Comrade Andropov does not deny that he said the above, but says that it was a simple typo and that he immediately corrected himself "*didn't" [screw over that web page].
I asked comrade Andropov myself on ICQ if it was his doing, to which there was the emphatic reply "NO i did not do it".
As to the small bits of other circumstantial evidence, comrade Andropov has used the same programme (AceHTML) to make all his webpages for a long time, which inserts the code "<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">" into the header of every page. The page on the offending webpage however had "<!doctype html public "-//w3c//dtd html 3.2//en">" in the header. This latter piece of code is very similar to what the latest version of Internet Explorer places in a web page when one chooses to "save as" option from the file menu for any page on the web, and this may be from an earlier version (but I don't have time to check right now). If this is the case then the webpage may have just been coped from another website by a person who knows very little about HTML (or is pretending to know nothing). Either way, it seems unlikely that comrade Andropov would have bothered to do this for a page he could have made just as easily in the programme he always uses - but any prosecution case would argue this was done deliberately to cover his tracks.
Some of the old comrades from our website a long time ago have also suggested that this may be the work of comrade Zhukov. While this appears to be rather doubtful, for those of you who are not aware, comrade Zhukov was banned over half a year ago for spamming our forums, but nothing quite as sinister as ever cracking anyone's website. Zhukov has since been unbanned as he was never given a proper trial and has been permitted to return if he so wishes. I received an e-mail from him this morning on this matter as he had received the mass mailing sent out to all users of our Ezboard about the beginning of the U.S.S.R. today, though he has not expressed any intention to rejoin.
The whole situation is only likely to be unravelled when comrade Andropov receives a reply to his message he has sent to his website host. He will then be able to find out from his host who was accessing the site last night (by IP) and if the host keeps tape backups the whole site may be able to be rolled back to restore the website. We wait and can only hope.
As the U.S.S.R. online is only one day old there is currently no legal system what so-ever to take people to court for any such acts as these - or anything else for that matter - the development of such a legal system to decide to ban (exile) citizens or not is something that will need to be given a high priority.
Just as a final note: until now FTM has not been particularly well known for unbiased news reporting and I have tried my best in this article to give both sides of the argument. Personally I have known Andropov quite a while now I this does not seem like the kind of thing he would do, but I will admit that first thing this morning I was rather shocked.

First Congress of SovietsThe results are in and the People's Deputies of the U.S.S.R. have voted (in the yahoo-group) to hold the First Congress of Soviets of the U.S.S.R. Online this Saturday! The initial suggestion had been to hold the congress on the second Monday of the month, but popular opinion has spoken, with 33% preferring Sunday and 44% preferring Saturday.
Membership of our Yahoo-group has expanded rapidly over the last two weeks, more than doubling from 19 to 41 members since the link to the group was added to our website. The biggest challenge however, will be to encourage our new comrades to venture beyond using e-mail for communication and also taking part in the Congress on the web discussion forum. Doubtless there will only be a very small number of us to begin with, but we hope to see as many people there as possible!

Immigration Department Opens!Another marvel or Soviet construction, the workers having spent all night adding the final touches to ensure there were no delays, the doors of the brand new Immigration and Naturalisation department were opened today. At the new building potential citizens will be taken through the citizenship application process step by step and plans are already well advanced for the publication of a "New Citizens Guide" which will be issued shortly to all our new comrades upon their arrival in our glorious Motherland.

Peoples Revolutionary Party in SiberiaThe People's Revolutionary Party has opened its latest offices in Novosibirsk, Siberia, making it the only party to have People's Deputies in more than one region. The leader of the administration (Ryan Caruso) has accepted Comrade Red-Liberator's invitation to head the Siberian branch of the People's Revolutionary Party and has provided a grand building for the task in the form of the Novosibirsk Soviet Headquarters no less!
 In other news, Soviet government workers in Novosibirsk seen wondering the streets looking for a new office.

Were back!The holidays are over and once again resumes the epic global class struggle - or more immediately the struggle to get our glorious nation's infilstructure back up and running. I didn't have time to finish everything before I went away to see the family for New Year but now I'm back and working on getting the government information pages set up. Once they are ready I will complete the citizenship application webpage to encourage new comrades to join our community.
There has been a lot which has happened since FTM took a break but rather than do back-dated reporting now and delay the launch of the Soviet Government still further I'm going to keep up working on the site and do some sort of news summary after I'm finished, that way we'll get the ball rolling faster.
Welcome to the year Two-Thousand-and-Two! All Power to the Soviet! Long Live the Rodina!
